He assigned guards to watch over Dream.
In 1947 Roderick Burgess dies and his son Alex continued to keep Dream imprisoned.
In 1955 Alex visited Dream and offered to free him for power and immortality and a promise not to seek revenge. Dream of course, declined.
This man was the guard who was watching over Dream on the day Alex visited Dream.
The guard appears in Sandman # 1 on page 22, in panel 1.
