He is very obviously recognizable even to someone who is not completely obsessed with the Sandman characters. He appears a few times though out the series.
Not much is known about this mysterious character except that he is an employee at Dream's castle and he manages the back stairs.
My guess he is the seventh swam brother of this tale http://www.skyehidesigns.com/books/tales/sevenswa.html in other version there are six.
