Caligula was the Roman Emperor from AD 37-41. He is sometimes described as an insane tyrant.\

Within the Sandman Universe Caligula is not a typical character, but a memory of Lycius, the dwarf who wrote his memoirs about his time with Julius Caesar.

In his book he described the emperors who followed Julius Caesar as “evil, mad, foolish.”
