This criminal is barely visible in one panel of Preludes And Nocturnes...Sandman # 1, p 18, panel 5, to be exact. He is laying face down on the ground as Wesley Dodds, in his Sandman outfit, stands over him triumphantly.
So, here he is...The Criminal.
