Once the Angels Remiel and Duma took possession of the Key To Hell, the demons and condemned souls were allowed to return and populate Hell once again.

This demon was part of a school of fish-like demons were some of the many demons that were allowed to return. This is one of those fish demons.

He appears in Sandman # 28, on page 1 in panel 2.
