This man is one of the people who wore a black armband to show his mourning for Prez.

He is in Sandman # 4 on page 17, panel 8. He is sitting at a table with several other demons that look similar.
This convention is eerily similar to other conventions, both professional and fan conventions in the sense that they have panels and discussions regarding a variety of topics relating to death and killing.
This particular serial killer attended the opening ceremonies of the convention where Nimrod gives his speech, laying down the rules of the convention.

They travel through the snowy mountains, narrowly avoiding the Black Guard. When they reach the forest, they eat some fruit and then enter the forest as it begins to get dark.

She journeyed into The Dreaming and encountered a Dead Raven who asked her why she came to the Heart Of The Dreaming. She explained that she came for justice, revelation and wisdom.
The Raven explained that she would not find justice or wisdom in dreams, but she might find revelation, but it would take a strong heart to find it. He told her to go to the mountain. In the mountain lived the Cat of Dreams.
The Dead Raven appears in Sandman # 18, on page 10 and 11.
Thessaly fell asleep and dreams of people hanging from silver chains, hooks puncturing their skin and she feels a flicker of sadness and regret.
When she awakes she sees Dream standing before her.
The dream is something very reminiscent of the Hellraiser films, but I suspect that Thessaly has never seen those movies. Perhaps this is a nightmare of remembrance of things past…or perhaps it is simply a nightmare.

One evening the Badger created an illusion in which an army of demons surround the temple and shout that if the Monk doesn’t flee they will eat his flesh.
The Monk exits the temple and expresses his unhappiness with these tricks and chases the “demons” away with a torch. Where the demons once stood a badger remained. The Monk threw the torch and singed the tail of the Badger.
This was the last time the Badger attempted to trick the Monk into leaving his temple.

On this particular night, the hotel is filled with people attending a Cereal Convention, which turns out to be a serial killer convention.
Like any convention, there are special guests and panels. This man is part of a panel regarding religion and killing. One panelist believes that he is god and that he kills people to end their suffering and to give them a new life in Heaven. Another believes that God is telling him to kill people. This man, a born-again Christian, kills because he is doing the “bidding of the lord.” He kills people with his “hammer,” which I suspect is not really a hammer, but maybe it is.

To implore the rulers of the Underworld to release his deceased wife, Orpheus sang a song about love and loss. This song caused the dead to weep and some even rose into the air.
